Twitter’s Efforts Against Online Child Exploitation

Central to this commitment is our unwavering stance against Child Sexual Exploitation (CSE) on our platform. In accordance with Regulation (EU) 2021/1232, we present our report covering the period from January 1, 2023, to December 31, 2023. This report sheds light on our efforts, strategies, and outcomes in combating online CSE while adhering to regulatory standards.

Upholding Ethical Standards and Collaboration with Law Enforcement

At Twitter, we maintain a zero-tolerance policy towards CSE content. This policy unequivocally prohibits the sharing, promotion, or glorification of CSE material, including images, videos, text, or any related content. We firmly believe that engaging with such material not only perpetuates the victimization of minors but also violates the ethical standards and community guidelines we hold dear. Additionally, we collaborate closely with law enforcement agencies worldwide to swiftly address and combat instances of online child exploitation, ensuring the safety and well-being of vulnerable individuals.

In our relentless pursuit to safeguard children from online exploitation, we have adopted a multifaceted approach. This approach encompasses the deployment of cutting-edge technological solutions, rigorous training for our content moderators, collaborative efforts with law enforcement agencies, and strategic partnerships aimed at proactive prevention and intervention.

This hybrid approach enables us to swiftly identify and evaluate potentially violative content while considering crucial contextual nuances. Our international team of content moderators operates round-the-clock, ensuring prompt responses to emerging threats in multiple languages.

Recognizing the complexity and urgency of combating online CSE, we have forged strategic partnerships with organizations such as Thorn, the Tech Coalition, and WeProtect. These collaborations facilitate information sharing, threat assessment, and capacity building, empowering us to stay ahead of evolving risks and adapt our strategies effectively.

Collaboration with NCMEC and Law Enforcement

In alignment with regulatory requirements, we collaborate closely with The National Center for Missing & Exploited Children (NCMEC) and law enforcement agencies worldwide. Upon identifying CSE material, we promptly remove it from our platform and report it to NCMEC, thereby aiding in ongoing investigations and legal actions.

Enhanced Capacity and Response Mechanisms

In December 2022, we bolstered our capabilities by partnering with Thorn and leveraging its Safer product. This partnership has significantly enhanced our capacity to identify, remove, and report violative content. Additionally, we continuously invest in technology and talent to augment our detection and response mechanisms, staying proactive in the fight against CSE.

Transparency and Accountability

Twitter remains committed to transparency and accountability in our operations. To this end, we have instituted an appeal process to review decisions regarding content removal or account suspension. This mechanism ensures fairness, accuracy, and transparency in our enforcement actions, reinforcing trust and integrity within our community.

Data Processing and Privacy Safeguards

In line with Regulation (EU) 2016/679 (GDPR), TIUC adheres to stringent data processing practices outlined in our Privacy Policy. We prioritize data protection safeguards and comply with GDPR requirements for transfers of personal data outside the European Union, relying on European Commission adequacy decisions or Standard Contractual Clauses (SCCs) where applicable.

Outcomes and Impact

During the reporting period, TIUC undertook significant actions to combat online CSE. We suspended 12.4 million accounts globally for CSE policy violations, marking a substantial increase from previous years. Additionally, we submitted 870,000 reports to NCMEC, demonstrating our heightened reporting efforts and commitment to collaboration with law enforcement.

Error Mitigation and Continuous Improvement

While striving for accuracy in our enforcement actions, we acknowledge the possibility of errors. In 2023, we reversed a total of 1,721 CSE suspensions in the European Economic Area (EEA), with a precision rate exceeding 99% for both automated and manual methods. Through ongoing training, rigorous quality control measures, and error rate monitoring, we continuously refine our processes to minimize errors and enhance effectiveness.
